Surgeon Banned from Private Practice on Accusations of Performing Over 1800 Unauthorised Surgeries in Srinagar

10/04/2025

Srinagar: The Jammu & Kashmir Health and Medical Education Department has banned private practice of an Assistant Professor in the Department of Surgery at Government Medical College (GMC), Srinagar, accused of performing over 1800 surgeries.

According to Government Order No. 308-JK (HME) of 2025, Dr. Dar was found to have performed a staggering 1,807 surgeries exclusively in private hospitals under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) and AB PMJAY SEHAT schemes. Notably, none of these procedures were recorded at GMC Srinagar, where he is employed as a full-time faculty member.

The State Health Agency (SHA), in its evaluation report, highlighted this glaring anomaly, which was further corroborated by GMC Srinagar’s official work-done report. It confirmed that Dr. Dar’s contributions to government service were disproportionately overshadowed by his involvement in private practice.

The Health Department deemed this conduct a severe violation of the J&K Service Conduct Rules, which mandate that medical faculty prioritize public service and prohibit unauthorized private engagements.

The government has imposed an immediate ban on Dr. Dar’s private practice across the Union Territory of Jammu & Kashmir.
