Kupwara: The Annual Meeting of SENTEF Kupwara was held at Town Hall, Kupwara wherein a high-level delegation from the Central Body, including Jeelani Naik, the President also participated. The gathering was crucial for addressing significant legal and administrative challenges faced by the clerical cadre across the Union Territory, reaffirming their commitment to principles of justice, equity, and fair treatment for non-teaching staff.
The meeting was convened in a bid to focus on the urgent need to address pay disparity for the clerical cadre, particularly with retrospective effect from 01-01-1996 and monetary benefits from 19-02-2003. While departments like Finance, Planning, Revenue, and Animal Husbandry had already received the benefit, the forum emphasized the importance of ensuring this applies to the clerical cadre as well. They underscored the importance of timely execution, stating that justice delayed is justice denied, and prompt action is necessary to restore the clerical cadre’s faith in the judicial system.
The forum proposed the formation of a Unified Clerical Service to standardize service conditions across the board. This would help address discrepancies, ensure compliance with service regulations, and provide equal opportunities for all members. A unified structure would uphold the constitutional principle of equality and strengthen the application of administrative law.
A demand for the restoration of two increments was reiterated, as it is essential to ensure fair compensation for clerical staff. This would help maintain morale, dignity, and equity in the remuneration of clerical employees, ensuring their rights within the legal framework.
Jeelani Naik, the State President of JKADCSA, highlighted the importance of unity and solidarity within the clerical fraternity. Quoting the legal maxim “In unity, there is strength” (Concordia res parvae crescunt), he emphasized the need for collective action to safeguard the rights and achieve the shared goals of the clerical cadre.
The JKADCSA and SENTEF Kupwara reaffirmed their commitment to addressing these issues through appropriate legal channels, emphasizing that these concerns are not just administrative, but legal mandates that ensure the rights, dignity, accountability, transparency, and justice for the clerical cadre.
The event was attended by various dignitaries and stakeholders, including Abdul Majeed Dar, CEO Kupwara, Principals of various Higher Secondary Schools, ZEOs of various Zones, Members of the Central Body JKADCSA and District Presidents from other districts.
During the proceedings, the retirees of SENTEF Kupwara were honored and felicitated during the event.
