NMC Withdraws Permission for Shri Mata Vaishno Devi Medical College; Students to Be Shifted

New Delhi: The National Medical Commission (NMC) has withdrawn the Letter of Permission (LoP) granted to Shri Mata Vaishno Devi Institute of Medical Excellence, Kakryal, Reasi, Jammu and Kashmir, for running the MBBS course with an intake of 50 seats for the academic year 2025–26. The decision takes immediate effect.

The Medical Assessment and Rating Board (MARB) of the NMC took the action following serious findings of non-compliance with minimum standards during a surprise inspection conducted on January 2, 2026, under Section 28(7) of the National Medical Commission Act, 2019.

According to the inspection report, the institute was found to have extensive deficiencies in faculty strength, clinical material, infrastructure and patient load. These included a 39 per cent shortfall in teaching faculty and a 65 per cent deficiency in tutors, demonstrators and senior residents. OPD attendance was recorded at 182 at 1 pm against the required 400, while bed occupancy stood at 45 per cent against the mandated 80 per cent. ICU bed occupancy averaged around 50 per cent, and the average number of deliveries was approximately 25 per month, which was termed “grossly deficient.”

The inspection also found that lecture theatres did not conform to minimum standards, the library had only 744 books against a requirement of 1,500 and just two journals against the required 15. Several departments and the research laboratory were not available. There was no ART centre or facilities for MDR-TB management, and major infrastructure deficiencies were noted, including the absence of separate male and female wards in some departments.

Only two operation theatres were functional against the required five, there was no minor OT in the OPD area, and equipment for para-clinical subjects was found to be inadequate.

MARB concluded that the institute had failed to meet the Minimum Standard Requirements specified under UGMSR-2023. Consequently, with the approval of the NMC Chairman, MARB withdrew the LoP dated September 8, 2025, and also decided to invoke the Performance Bank Guarantee furnished by the college.

The order safeguards the interests of students already admitted for the academic year 2025–26. All such students will be accommodated in other medical institutions within Jammu and Kashmir as supernumerary seats by the competent authority of the Union Territory government. No student will lose an MBBS seat due to the withdrawal.

The institute had applied under NMC public notices dated December 5 and December 19, 2024, and was granted LoP on September 8, 2025, subject to conditions including maintaining essential standards, permitting surprise inspections, providing accurate information and rectifying deficiencies before renewal.
