Kupwara: Realising the long pending demand of locals, the District Development Commissioner (DDC), Kupwara, has granted administrative approval for a developmental project vis-a-vis installation of an X-ray machine at NTPHC Lalpora. The project has been sanctioned under Member of Parliament Local Area Development Scheme (MP-LADS), recommended by incumbent MP Baramulla segment Er Abdul Rashid Sheikh.
The now approved project is coming up at a sanctioned budget of rupees 19 lakh.
The DDC Kupwara Ayushi Sudan has designated Chief Medical Officer (CMO) concerned as the executing agency for the project – aimed at enhancing community infrastructure in Lalpora.
The approval mandates strict adherence to procedural and transparency protocols. “Works must undergo technical vetting and administrative clearance prior to fund utilization, ensuring alignment with MPLADS guidelines and General Financial Rules (GFR),” reads the order, a copy of which lies with Alfaaz – The Words.
“To promote public accountability, signboards detailing project specifications must be displayed prominently before execution, and geo-tagged photographs documenting pre-, during-, and post-execution phases are required for official records.”
“The District Development Office (DDO) has been directed to conduct e-tendering for the entire project cost in compliance with transparency norms, while ensuring no overlap with other schemes or multi-source funding. The executing agency must complete the project within the sanctioned budget and timeframe, with no financial liabilities carried forward to subsequent fiscal years,” reads the order.
“Post-execution, an inventory of assets created under MPLADS funds must be maintained separately, and utilization certificates submitted to the Accountant General, Audit J&K, Srinagar, for audit compliance.”
Reacting to the development, the locals have extended gratitude to sitting Member Parliament (Er.) Abdul Rashid Sheikh for considering their long pending demand and recommending the project for execution.
The people have in the meantime also thanked the district administration led by Ayushi Sudan for giving approval to the much anticipated project, saying it will greatly address the healthcare concerns of the people of the area.
