Srinagar: The Government of India has ordered a judicial inquiry into the September 24, 2025, police firing incident in Leh, which claimed four lives amid a serious law and order situation in the town.
A notification from the Ministry of Home Affairs (Department of Jammu, Kashmir and Ladakh Affairs) stated that former Supreme Court Judge Dr. Justice B.S. Chauhan will lead the investigation. The probe will examine the circumstances leading to the incident, the police response, and the resulting fatalities.
The Ministry noted that FIR No. 144/2025 had been registered at Police Station Leh under sections of the Bharatiya Nyaya Sanhita, 2023, covering offences related to unlawful assembly, use of criminal force, and culpable homicide.
The notification underlined the governmentโs commitment to a transparent and impartial inquiry. โIt is imperative to conduct an inquiry into the said incident by a retired Judge of the Honโble Supreme Court of India,โ it read.
Justice Chauhan will be assisted by two officials, Sh. Mohan Singh Parihar, Retired District and Sessions Judge, as Judicial Secretary, and Sh. Tushar Anand, IAS, as Administrative Secretary to the commission.
The commission will review the sequence of events that triggered the unrest, assess the proportionality of the police action, and identify any lapses in handling the situation. Its findings are expected to inform accountability measures and recommend steps to prevent similar incidents in the future.
